Elavar Rathbone was a statesman and a great politician of his age. He lived much of his life in this fine apartment in central London which he loved because it allowed easy access to the corridors of power in Westminster. He will be best remembered for the part he played in introducing the family allowance to parents, giving them money for every child to make sure they didn't go hungry or unclothed.
