John Howard enjoyed living at the heart of the capital as it gave him access to the people of the city who were influential and could make changes. Howard was best known throughout his life as a prison reformer. He was convinced that the conditions that prisoners lived in were inhumane and unacceptable and made great steps forward in modernising the system.
